Only give admin users the ability to see all staff's timesheets

Hi Lorin Walker, non-admins already can't edit or delete anyone else's time, so that part is covered.
If the idea was also to hide other people's time from view entirely, that one gets tricky - it would break how staff see task progress.
- For example, if a task has 3 hours logged across the team, a non-admin would only see their own time and have no estimate on how much time left that is required of them.
It would take a significant rework to get around that, so it's not something we'd are able to action.
Hopefully the existing restriction on editing covers the original concern! 😊 let us know if we've missed anything with this, or there is another use case you were thinking of!
